I've seen this cut both ways -- ultimately, it becomes a question of the political culture into which your putting this person. You don't want to toss a golden retriever into a shark tank. That said, if the position doesn't require dealing with a lot of strangers, so that the people your candidate will be talking to are already known to him, and vice-versa, then personal awkwardness hardly matters. In those cases, character and reputation trump slickness.
